I just answered in your other thread, but will amswer here as well in case you don't see it. Belly bands and diapers will NOT prevent them from breeding. I have personally seen them and they DO find a way to get around them. The best way to prevent them from breeding if you are not going to spay/nueter them is to keep them in separate rooms with doors shut between them. It only takes a minute for them to get together when they want to so you MUST keep them separate. Yes, males will start to mark. Even if they do NOT breed, if they are not nuetered, they will mark. To answer the OP's questions: Did they puppies come out in a sack? surely they did! If so then they delivered the placenta at the same time. If you are still unsure, you need to get mama to the vet to make sure.
