Don't yell at him. You do not want to get him excited or make him afraid of brushing. Just stay as calm as possible. Stop only on a good note and then maybe praise him and give him a treat if you want. If he is being terrible just calmly continue even if you aren't really accomplishing anything. If you stop when he bites at the brush you are just teaching him that he can get you to stop. Wait for the couple seconds he is being calm to stop. Make sure you have a good brush that doesn't hurt. A good brush and correct brushing technique doesn't hurt and makes for a puppy that will learn to like grooming. Both of my yorkies come running when they see the brush in my hand and will push to be the first one in my lap.
