I think it would be about $20 total if it goes first class mail package (which the time varies for delivery). Otherwise the postage would be $25 plus the $10 for the coat. This is for Priority Mail International which would be 6 to ten days.
I think the coat would fit alright. I tried it on my 3 lb 8 oz puppy and it was fine except for around the tummy it was a little big. It wouldn't be too hard for you to shorten the straps when you get it to make it fit more snug.
