Anesthesia is a risk for all dogs.
The better health they are in, the less risk it is.
Good surgery protocol is extremely important (the right anesthesia used, IV placed, surgery on a heated surface, preop blood work done...).
They are both "routine" if you can call any surgery that.
I would get them done at the same time so she doesn't have to go under twice.
If her teeth are bad enough, infection could be going to her organs because of it causing bigger problems. If she isn't spayed and gets pyometra, the vet will have to do an emergency spay which is riskier and it is hard to get a pus-filled uterus out of a small dog without it spilling over. My dog was spayed at age 6 and had a liver biopsy. She did just fine.
The teeth probably have to be done and the spay, I'd talk to your vet about whether it is a good idea in a dog her age but I think for most dogs, it would be fine.
