Ok, this may sound really silly, but maybe she's not so much cold as she is embarrassed.
Try making a big fuss over her, telling her how beautiful she is, how stunning she looks in her sweater, etc... Just give her some special one-on-one time. And a blankie fresh from the dryer couldn't hurt either.
