For starters, puppies need to be confined to smaller safe areas when they are young until they are potty trained. You can't give them too much freedom too early, or they will pee everywhere & leave a scent that makes them think it's ok. Is he in a pen, or crate, or kitchen or other safe room when you are not watching him?

Carpet and dogs don't work, especially when they are very young.
