It's considered a fault and the breeder should definitely inform you of the "off" bite. A reputable breeder would discount puppy's price due to the bite
Some overbites correct themselves. An underbite is generally more of a concern than an overbite. Some bites are so bad off the dog requires orthodontia work to eat properly.
A dog with an off bite looks like they are smiling all the time.
