Well, for starters, your male is waaayyyy too young to breed. That could be a factor in why he's not 'performing' as he should. (Not to mention, at 7 months, you can't even determine if he will end up as a quality adult that should be bred.)
He's too young. Give him time to grow up, see how he turns out, have him evaluated, and then go from there.
