I try to expose him with my nieces' yorkies as much as possible, but I don't think it's working. What should I do???

My golden retriever is a grump towards other dogs as well. The only dog she'll play with is Lexi and it took her a couple months to come around.

Are your nieces yorkie's very young? Chin Chin could just be teaching them manners. This was posted in another thread, but its a good read.
