I'm staying out of this completely.. but just felt the need to clear up an misconception regarding health certs. You don't have to OWN or breed, or have the registration papers in your name, or any other tie to a dog to be the Consignee on a health certificate. A health certificate has to be in the name of the SHIPPER of a dog, if Joe Blow was taking Fido to the airport, regardless of whether Joe owned or bred Fido, or picked him up wondering on the street... he would be the one who's name needed to be on the health cert...IF HE WERE TAKING THE DOG TO THE AIRPORT TO SHIP. It does not mean he owned or bred the dog. I'm otherwise not commenting on this thread.. but I don't like when people are led to believe something that isn't true.
