Here's my advice.
Keep him confined in the bathroom while you are at work, but have a crate that he sleeps in at night or when you can't watch him 100%. That way, as soon as you take him out of the crate, you either take him outside or on the pee pad and he learns that wherever you take him is the place to potty. Also too, getting him used to a crate will be good too that way if you ever do need to board him, put him on a plane, or take him somewhere in a crate, he won't freak out and a crate also gives them an area to call their own and retreat to if they wish.
