Question Yorkie Talkers I need your expertise on potty training!

CHARRO
I have a 4 year old Yorkie - potty trained - it was a hard job but now there are no problems!

FRANNY
I have an 11 month old Biewer - potty disaster - big problem!

CHEECH
I have a 4 month old Yorkie puppy from Charro's litter - not real sure what is going on with him. While at my house he was the model puppy for potty training. Now that he is at his new home he is giving his new owner a problem. His new owner resides in Germany with her husband on the military base but she is here in The States currently and I am going to have to take him back until she goes to Germany because her Mom is giving her a hard time about the potty issue.

My problem is Franny. I love her, she has a wonderful personality. It reminds me more of a cat than a Yorkie, she is that mellow. I want to love her as much as my Yorkie but she pees all over the place!!! It doesn't make the bond as strong and I want to overcome that so that I can give her the best life has to offer. I have observed her obsessively and there are no clear signs of when she needs to pee. The only thing I can do is logically do the math of when she might need to pee. Here is why I think that I can never see the signs . . . I have only caught her in the act in my new house of 2 months twice. She sneaks when she pees. I either find it by stepping in it or I am constantly looking around for it so I can stay on top of cleaning it up. I have a 1 year old in the house so this is super important.

The old house is a totally different story. I had to have the carpet cleaned 6 times in 4 months.

Ok next factor, she never goes in the same place twice. My house is 3/4 hard wood, 1/8 carpet, & 1/8 tile.

When Cheech was here I confined them both to the kitchen where the tile is. She finally began using the potty pads 50% of the time but even then she would only go on the far corner and it made a mess underneath the pad so it was as good as not going on there at all but still a little bit of progress. Now that Cheech is gone I gave her a little more freedom and she has failed. Soooo I began walking her every hour to 2 hours because that is how I finally got Charro potty trained. Franny will pee outside sometimes and I give her a treat but sometimes she will walk with us and then come in and pee whenever she feels she needs to go. Again about 50% of the time outside and 50% error.

Yorkie Talkers I need your help and expertise. My Mom comes and helps me with the baby and she does not have the love that I have for my dogs and she gets very frustrated with them and it causes much friction between us. I can be patient with them because I love them so much and I know that it is a work in progress. My husband and I split up and this was one of the smaller reasons. He also did not have the patience to put with the potty training and it caused a lot of fights between us.

Now, Cheech is coming back to live with us until his new owner goes back to Germany so as of right now I plan on confining he and Franny to the kitchen and walking them every hour to 2 hours.

Is this the best plan?
Should I crate train her? I am not crazy about that and I don't think it would be fair when Charro gets to run free. I would have to research the do's and dont's because it is not my preferred method and I know very little about it.
