I haven't pee pad trained a dog.. but this is what I think you should do. Make sure the dog can tell the difference from the floor to the carpet. Put it on tile or wood, otherwise it might confuse him. Also do not give him any attention for going in the wrong spot, just ignore him and clean it up. Telling him no counts as attention. Unless you catch him in the act. I think you can yell no if you catch him when he is peeing. I'm not sure though.
