Many vets here in my area go with the 3-5 days period and a firm "NO" after the fifth day. I have done mine mostly on the forth and fifth day with no problems.
Definitely you need a new vet, and I would make sure ahead of time that they do declaws/tails and ask about their requirements.
Yes, I think their tails are cute but not everybody wants that look , I personally would want one docked but I wouldn't put them at risk either, and if they are late to have them done, I'm pretty sure there are 100's of people that will love them the same with tails or docked.
