I think the other posters are right. You HAVE to get her to go outside, or put her back in her pen. Find a "code word" like "Pee Pee" and use the same word every time you take her out. Go pee pee... go pee pee. When she does go, give lots of praise and a small food reward. If she doesn't go outside, back in the x pen with a pee pad. I would not let her out free until she gets it.
