= judging. You can't judge whether or not someone "has a heart" based on an opinion they post about a controversial topic. Even if it's an opinion you strongly disagree with.
That's like saying anyone who believes in circumcision or earrings for kids is heartless for subjecting their child to a painful procedure.
The truth of it is, whether you believe in docking or not, it's not something a puppy is going to "remember" any more than you would remember if you were burnt with a cigarette as an infant.
My dog certainly doesn't seem to care that he doesn't have a tail.
