I am guessing that she is outside sniffing and playing and forgetting what she is out there to do. When she comes back in she is "Oh yeah I needed to pee pee."
If you are taking her out and she is not going potty and saving it for inside on the carpet you need to put her back into the Xpen and take her back outside in 20 minutes or so. You are allowing her to have accidents by letting her have access to your carpet without going potty.
