I personally think 10% is way too low for a puppy. 
I'm not sure what the AAFCO guidelines are on this but all life stages foods go through feeding trials.  Pups must have done well on it to pass, so theoretically it is fine, however, in my opinion, growing pups need more fat and protein.   
Now if I had a choice between that and Purina, I feed that but I think there are better foods for this.   
Ellie is on 18% fat (and this is considered low).  She needs low fat because of her pancreas issue and her vet wasn't too happy with the thought of taking the fat down further.  Ellie's metabolism is fast.  She is 7.
