One other thing to consider -- Teddy has already been through one re-home. I don't want to guilt-trip you, but he could have some abandonment issues if he gets moved again.

Dogs don't pee out of revenge. Okay, sometimes they do, but please try hard not to project your human understanding of the situation onto Teddy. Obviously, Teddy would not have peed on your mattress if he knew he might lose his home over it.
