Is he neutered? I also believe you should deal with the cold and walk him daily. I walk the Yorkie I might adopt 2-3 times a day. We go to dog parks, pet stores, and regular stores. Today I took him on a 1 hr walk to the pet store, and another hour playing with the dogs in the pet store and walking around. I can't actually relate to the cold since it doesn't even get cold enough to snow where I live, but maybe you could consider a treadmill if it is really an issue? I would suggest also getting professional help.

Edit: sorry didn't realize you couldn't afford a trainer. Maybe you should call and see if they can give you advice that way? Or those free consultations?
