No you don't have to go through that program since you are already eligible to go directly through the AKC program, although if you weren't planning on registering your dog with the AKC, this would be the cheapest way to get lost and found option.
For both registration and pet lost and found it's $35.00, twenty dollars for registration and an additional $15.00 for the lost and found. The AKC companion Animal Recovery ID system may be for dogs who aren't eligible for regular registration, in other words any dog could be registered through the Recovery ID system, but a dog registered with the AKC is different and entitled to different benefits, than one just registered with the Animal Recovery system.
