Honestly, I have never heard that term, but I would venture to say that no reputable breeder would classify their yorkies as "apple-heads".
It's either a marketing ploy or the other thing that comes to mind is dogs with dome-shaped heads which is not a good thing..Hydrocephalus comes to mind...
