She was able to target stick no problem and we could move her around the rwith it and the eyes get worse we are loosing the abilty to use tareget stick.

Hi - have you tried using a smell? maybe put a drop of essential oil on the target. You may have to retrain a little bit til she understands you want her to go for the smell cue rather than a visual one.
What's your goal for the target training - that might help me think of other ways to help.
I taught targetting a stick for a reasonable heel and a wee pad for the contacts on agility. If little miss is hard of seeing I can't imagine you want her doing agility!
