Hi & Welcome to YT! Yes, that is exactly what the green dot means....that they are currently online. If you go to your profile pg, on the right side under Friends @bottom right, click "Show All Friends" rather than "Edit Your Friends List" it will show you the green dots for your Friends currently online.
