  If you can't catch him in the act, I would suggest you just remove the bedding. I wouldn't correct him if you don't catch him doing it, because he won't associate being corrected with peeing - he'll associate being in the crate with being in trouble.  
He may continue what he's been doing for awhile, but he'll figure out it's way more uncomfortable to lie in pee directly than to lie on bedding with a little spot of soaked-in pee on it. The flat surface of the crate bottom should make it hard for him to avoid his own mistake.  
I'm not sure why he's doing it, exactly...he may realize that peeing in the crate means he will get uber-attention from you (Bath! Massage! Turn-down service!) so he's learned to manipulate the situation.
