Default Questions About Adopting a Yorkie with Hip Problems

Hi everyone!

I'm new to Yorkies and the Yorkie forum! I am planning on adopting an adorable little Yorkie from a rescue who has special needs. Some people I've talked to are suspicious because the rescue didn't name exactly what this Yorkie has. This is what his petfinder.com description says about it:

"1.5 years old he has a genetic malformation of his hips. he has basically no ball or socket. it can not be corrected, but he gets around just fine. medicine to prevent arthritis may be helpful to him, but our vet says he is in no pain & should live to be an old man."

Any ideas on what this could be, or whether I should worry about this being an honest assessment of his illness? I am planning on asking for full disclosure of his vet records, but was hoping to get some good advice before taking him home. Mind you, we will love this little guy no matter what is wrong with him - but I don't want to put him down, or go through an expensive and risky surgery because he is in a lot of pain shortly after adopting him.
