You can buy a pee pad frame to hold it stationary. It's a square that snaps together.
Personally if outdoors is where you really want him to go...I'd skip the pee pads. Two of mine are trained totally outdoors...Reggie came pee pad trained and I finally gave up to training him to go solely outdoors.
