I don't think she meant communicate, she said interact. The puppies can still feel, and I think she meant like twins in a human uterus being able to interact by kicking and being able to feel the other twin there. I am not so sure myself how much interaction they can do, being that the uterus does not allow them to be side by side the way our uteruses do. However, I am sure they can feel eachother to an extent, being that late in the pregnancy we can feel the puppies move around from outside of the belly. I am sure its stronger from the inside.
