Both puppies are adorable! The decision will need to be yours, but I would like to point out a couple of things just for you to consider.
All puppies go through awkward stages where they dont look "pretty" for brief periods of time. That doesn't mean that they won't be beautiful to you again in just a few more weeks. The difference you are seeing (in my opinion) is the age difference. I think the second puppy will go through a similar stage as the first.
If you are concerned about temperament, you need to carefully consider what research has shown about socialization. The longer a pup is with his/her mother and siblings, the more socialization he/she will receive. If a pup is adopted out too soon, there are important lessons they miss out on that only their moms and sibs can teach them.
I understand what you're going through. That's a tough decision.
