A oversize toy poodle might be a great fit. Are they easy to train? They would be left alone (not together) around 4-5 hours at a time. Is Toy Poodle OK with that?

I've never had a westie...but I grew up with one at my babysitter's house and he was the sweetest dog---but he also had bigger bones and very playful. With your pup being delicate...I'd be concerned.
Oversized toy poodles are awesome. They tend to be gentle--- very smart and very trainable. I like them better than the tiny ones (I have a 5-6 lber and a 12lber) because they can hold their "potty" better. Less accidents. If you need help finding a good breeder, I can help. A downside to poodles is they require a good amount of grooming. And it is not easy to do yourself, although it can be done. I have to take mine to the groomer at least every 6 weeks---where with Izze I can take her every 4-6 months and I do the inbetweens easily.
ETA: Bichons are very gentle, happy dogs and that is why I'd go with them over a westie.
