well imo it just depends how the eyeshadow is applied and what look you want but i like using blending brushes cus i think eyeshadow always looks better when you cant tell where one color starts and the other begins especially when using 4 or 5 different eyeshadows at a time (which is normal for me). its also easier to place colors in a specific area with brushes.
i like primer (paint pots<3) cus my eyelids tend to get on the oily side throughout the day and its a guarantee my eyeshadow stays put
