The Greenies site says that you shouldn't give the regular ones to dogs under 6 months old or five pounds. They say something about them not being able to chew adequately.
So five pound dogs don't know how to chew? My personally opinion is that most chews are dangerous to all dogs but maybe these companies think they are more dangerous for the smaller ones? Maybe it is an excuse for I'm not sure. I do know Ellie was around five pounds for the longest time and she could chew just fine.
