No puppies don't get overweight, they are the weight they are meant to be. You don't have to worry about fat until the puppy is at least 8 months old. Most breeders say that the parents are the weight you mention, and it's not always the case, but just because the parents are smaller, this doesn't mean that the offspring will be small, the grandparents could have been bigger. A rule of thumb is to double the 12 week size, and give or take a pound, will be the adult size.
