I would say that "at all" may be asking a bit much, but plenty of people have yorkies that aren't real outside type dogs. They can be puppy pad trained and as long as they get enough exercise I would think its not so big an issue.
although I would sneak my pup out to play and then bathe him
then again i'm a rule breaker
