Try putting them on her and then doing something special with her. You can take them for a ride.. that's what I did with mine. Now they look forward to getting clothes on.. it means we are going for a car ride or a walk.. and that is exciting for them.
Just be positive and praise her and tell her how pretty she looks. It works! Time and patience.
