I live in Sweden at the moment and have been working in the north of Sweden ( 600 km above the polar circle) and I have a 5 month old puppy. Started to take it out in the cold weather when it was barely 3 months old. Although it's very very cold she is completely fine. The only time when she really freezes is when she gets wet in any way. Recently, since it's now -12C I have been dressing her in a jacket and putting some baby oil on her paws so that the snow don't get stuck and she is completely fine. My advice is , take her out! Just keep a close look and if she gives you any signs that she freezes or want to go inside take her home.
