Definitley all the noise and choas obviously upset her, but for a dog to be that anxious and fearful means that maybe one of those guys were mean to her or scared her in some way with the noises. I would tell your sister to watch "ITS ME OR THE DOG" she gives excellent advise to people who have anxious dogs
