Default 14 yr old Sheltie

I'm hoping I can get some advice.

My 14 year old sheltie mix is not doing very good. This morning she was biting on something and broke her tooth she was bleeding alot and seemed totally freaked out. We're thinking maybe tooth was stuck in her throat because she kept smashing her face on the ground. It was very frustrating for us because we didn't know how to help her.

She's also constantly falling in our pool. She wobbles alot and is just basically out of it most of the time. She seems to be in her own world.

She has severe arthritis in throat, spine and back. She is on meds and they do help. My daughters keep telling me that I need to put her down but I want to be completely sure that it's time - I guess my question is how do I know when is the right time?

I rescued her when she was 3 mos and she's been with us ever since. She's my very first pet always wanted a dog growing up but my parents did not like pets. This is very very difficult for me I've been crying all day. I knew the time was coming but I just want to make sure

Please any advice is welcomed
