Hey,
I have a Yorkie with itchy skin too. I used Biogroom at first and my Vet said it was a great shampoo because it is soap-less so it doesn't strip the oils from their skin.
I'm not sure how itchy your yorkie is, but Daisy got to the point where she was scratching so much she was making scabs on her body-- so after a lot of work we determined she couldn't have food with corn in it. I don't know if that might be something you want to look into.
On top of that she does have very dry skin and I use a shampoo called NEEM now and it is wonderful for her skin. She barely ever scratches now. I'm sure its the combination of both but this shampoo is great and its inexpensive. ($15/bottle and you can dilute it to a gallon if you want)

Hope some of this helps! I know how frustrating it is to not know why your yorkie is itching!
