I dont really have experience with this but when i took Rocky to get nuetered he also had a testicle that hadnt descended either. When they nuetered him they had to go up inside him and thankfully they found and was able to take it out.

I opted for laser surgery which was $50 more and it healed perfectly. Rocky's inscicion was not more than 2 inches long though. 5" inches sounds pretty big of a inscision.

I agree with everyone else and i think it's best to take him to another vet for a second opinion.
