Yes they usually don't charge nearly as much when they are <6 mo., but they also don't trim anything at all when you choose the "Puppy Works"....just bath, blow dry, and nails (at least that's how Petco is). I don't have a Petsmart in my town, but the Petco here charges $20 for "Puppy Works" and then goes up to $34 for the same service plus any hair cutting. I don't know about you, but my little one has needed her booty and girly parts cleaned up (to keep them clean when she potties) both times I've been already, and Bella just turned 7 mo. today! (I also wanted in between her pads cleaned up and her ears tipped so they would remain standing up and wouldn't start drooping from the weight of the hair.) The $34 price is for puppies including a trim, AND for Yorkies with a long coat. If you want to keep an adult in a short "puppy" coat, it's even more expensive.....she wasn't sure when I asked, but said it would be at least $40. (At the time I was pricing, I hadn't decided yet whether I wanted to keep her short or long, but I ultimately have decided to keep her in a full coat. She's so pretty

I chose to shop around a little since I thought $34 was a bit high for a bath and only a teeny bit of trimming...I mean, I only pay $40 for my haircuts, and that's at a very nice salon in Oklahoma City!!
The first place I took her, only charged me $14, and they did a great job and let me stay. (I didn't take her back there the last time I had her groomed because they had started getting busier and I was told my choices would be to drop her off for several hours or add $10 for "express service" and they would do her while I waited....and that was with making an appointment 2 weeks in advance!)
So, the 2nd place I took her charged me $20 for everything! Still close to 50% less than what Petco was going to charge. A lot more bang for my buck....and I get to stay with her and watch her to make sure she doesn't accidentally get dropped. (After reading the story of the Yorkie in the UK I think that jumped out of the bath and dangled from the edge by the collar and lead it was attached to, dying because someone stepped away for just a second, I won't leave my little one!!)
