I move the pee pad toward the door until it's right in front of the door and when the puppy gets on the pad and starts to spin I let her outside. If the problem is getting her to go once she's out there you might try putting a pee pad outside for a few times. I sometimes use a play pen outside to reinforce the "no play until potty" rule. Remember to praise immediately or even while the potty is happening. Once she figures out how easy it is to make you happy she'll be ready to go.
