How old are they? It sounds like you just need to work on their house training. A lot of people think that because they are Yorkies they can't be trained but I have two that are trained. It was frustrating for BOTH of us when they would have accidents, but it would just remind us that we had to watch them more closely. You have to learn their patterns and watch them when they go out (or go with them) to make sure they potty and don't just play in the leaves.

Personally I would take away the potty pads because they are too confusing. You are just telling them it's OK to go in the house. Then crate them when you aren't home. If you are away for more than a few hours can you build them some sort of dog run/doggie door? That's what we are planning to do in our new house.
