It more a federal regulation transporting animals from one state to the next. Many airlines won't ask for it but if it is asked for and you don't have it you could be denied boarding. And I am not talking about the check-in people... tsa could ask for it, a representative of the FDA (I think that is the agency that regulates this) may be at the airport and come up to you. I would rather be safe than sorry.
