I think it all depends on the cycle you purport to end. The overpopulation of animals? The proliferation of puppymills and greeders who keep the dogs in deplorable conditions? Poor breeding practices that lead to prolific genetic defects? or is it the despicable treatment that dog may endure within its "home"?
Personally, I think that the sale of dogs should be better regulated. The federal government could arguably do so under the commerce clause of the constitution if states lack appropriate controls.
