Confused New Yorkie pup please help! Long post..sorry

Hi Everyone... I use to post on this site a few years back when I got my first yorkie and everyone was so helpful no matter how big or small my question or concern was.
I have a 3yr old yorkie"Buster" who is really like my child. For the past 3 yrs every morning, I drop him off at my parents house and head off to work (My Dad is home all day and really enjoys his company ..plus I feel horrible leaving him home alone..lol). They also have an 8yr old lab/shepard mix that is sooo well tempered and is so good with him. Well, last Wednesday night, a neighbor of my parents called and said that she had taken in a yorkie pup but just can't do it anymore bc she isnt home enough time for him. So, my Mom has always wanted a yorkie of her own and she didn't want him to go to a bad home so they agreed to take him. What a sweet little 7 month old...for the 1st 3 hours. my dog (Buster) seemed to be fine with him, playing, dropping food for him etc. The next day...I call to check in like I normally do and my Dad is very upset. He said the puppy (who's name is Louie) dosen't leave Buster alone and Buster just tries to get away from him. The puppy is constantly trying to bite him but I don't think its a ferocious bite its more like a playing bite(if that makes sense?). It has been this way since and I just don't understand why Buster doesnt show him that he is the older dog and put the puppy in his little place..lol Well..today I get a call at work, the new puppy and Buster were at it again and Dad seperated them becasue he said it was ggetting nasty, and as soon as he turned his back he heard Buster yelp. the Puppy got him in the eye and we will be going to the vet this afternoon just to have it checked out..it is oozing (not blood or anything) but he has a cherry eye that is scheduled to be taken care of and I want to make sure there is no more damage.
Has anymore been in the same situation where you have bought a new puppy into the picture and all they do is fight? They are 2 males and Buster is extremly extremly spoiled but I just never thought this would go on for a weeks time..I thought he would calm down.
Another thing that we found out about this little guy- prior to my parents taking him from their neighbor, he was in 2 other houses and who knows what happened to him. From what we can gather, he was caged for almost 8hrs a day. You can almost tell that he was caged bc this dog has SO much energy its not even funny!
Now that I have rambled on...PLEASE give me advice on what to do. I am afraid that if the 2 just don't get along that I will have to leave Buster home alone all day(my Fiance' would be able to walk him on his lunch and breaks..we live close to his job) but my Dad would be heartbroken..lol It's his buddy. And I know it sounds crazy but.. there is a mood difference in Buster when I pick him up..its almost like he is depressed..HELP!
