I don't think 1/3 of a cup for a 3 lb dog per day is out of line. At least not with good quality food. Mine are 6-7 lbs and each eat 1/4 cup at dinner and about 1/8 cup at breakfast and are not skinny by any stretch. I often look at their food and feel like it just can't be enough but they don't lose weight so I think it's just fine.
