I know it's difficult. We don't have a fenced yard so we could never get a rescue from most of the rescues. But yet, I still managed to completely house train both of mine, they just go outside on leashes.
We ended up getting Sammy from another YT member who was looking to re-home her. So she wasn't a rescue, but she needed a new home!
