this needs to stop!, I am from n.c too! we need a reform done right or new gov, on this, lets see what she is made of, besides why can't spay and neutering be free. or at least based on you income or something, this is so very unjust! I have 2 rescue dogs both of whitch are fixed! I breed but only akc purbred yorkies and maltses, on a contract, unless I know you very well, I hate puppy mills too, we need to stop them too. I feel so sorry for this Man I could never do his Job. heartbraking!!!!
