My guess is he has to work too hard to get his fair share of the milk...The bigger the other littermates get the worse this will get and you stand a high risk of losing him...I would suggest bottle feeding this little guy and see if he starts to gain weight...You may find that he may have to be separated from the rest of the litter ...Moving around the whelping box is very tiring when you have other pups twice your weight stepping on top of you and pushing you off the teat...
Most all of my pups are twice their birth weight at one week old...I have never had a puppy not gain weight for more than a day!...If they don't gain weight in the first 24 hours some action needs to be taken!
